ANLThe following are the duties of this position at the full
working level. If this vacancy includes more than one grade and you
are selected at a lower grade level, you will have the opportunity
to learn to perform these duties and receive training to help you
grow in this position.* The incumbent serves as an analyst
responsible for interpreting guidance on program planning,
execution, and evaluation for the tax compliance functions.* Plans,
analyzes, determines cost/benefit relationships and coordinates a
variety of functions, operations, and teams.* Studies problems
facing operating unit functions or those of particular concern
within the organization assigned. This may require coordinating
input from activities outside the division and identifying new
methods of performing work. This requires the incumbent to
demonstrate analytical, technical, and process analysis skills.*
Analyzes assigned program area(s) to discern trends in program
delivery. Consolidates report data to measure the effectiveness in
meeting baselines or the degree to which program plans and
achievements support strategic compliance initiatives.* Develops
and presents complete plans for activities assigned and coordinates
programs or program segments and related procedures. Coordinates
with management to implement the policies established by National

travel.QualificationsFederal experience is not required. The
experience may have been gained in the public sector, private

by the closing date of this announcement:QUALIFICATION
REQUIREMENTS:SPECIALIZED EXPERIENCE GS-12 LEVEL: At least one (1)
year of specialized experience equivalent to the grade 11 level.
Your experience must demonstrate knowledge of IRS functions,
programs, policies, regulations, procedures, and operations to
evaluate program plans and determine impact of changes on program
goals; Experience using knowledge of cross-functional programs and
their interrelationship with assigned program to conduct reviews,
studies/projects and coordinate systems and resource utilization of
program operations; Experience using analytical and evaluative
methods in order to assess and measure effectiveness of program
operations, identify gaps or conflicts in program information,
consolidate findings and, recommend alternatives; Skill in
recognizing significant tax issues and enforcement changes that
impact assigned programs in order to revise procedures or recommend
changes in basic implementing regulations; Experience using
knowledge of the principles of management planning, program and
process analysis, management reporting procedures and available
system capabilities to resolve operating problems, and providing
statistical data or other management information reports; Skill in
oral and written communications to conduct briefings, prepare
reports, document findings and, disseminate procedural and
regulatory information.ANDMEET TIME IN GRADE (TIG) REQUIREMENT: You
must meet applicable TIG requirements to be considered eligible. To
meet TIG for positions above the GS-05 grade level, you must have
served at least one year (52 weeks) at the next lower grade (or
equivalent) in the normal line of progression for the position you
are applying to. Advancement to positions up to GS-05 is permitted
if the position to be filled is no more than two grades above the
lowest grade held within the preceding 52 weeks.ANDTIME AFTER
COMPETITIVE APPOINTMENT: By the closing date (or if this is an open

stop times between 6:00 a.m. and 6:00 p.m.* Alternative work

may be made in one year increments, NTE 3 years. This may be made
permanent without further competition.* Though many locations may
