*Pay Grade: *$45K- $55K annual salary

*FLSA Status: *Exempt

*Reports To: *Public Works Director


The Assistant Public Works Director is responsible for the operational and administrative management of the Public Works Department.

*\*\*Must be able to obtain Class 3 Wastewater Operator and Class 3 Water Distribution Operator Certification\*\**

*Requires a valid State of Georgia Drivers' License.*


--- Assists the Public Works Director in the planning, directing and Supervision the activities of multiple Public Works workers; assigns schedules of routes; conducts performance evaluations; recommends disciplinary actions; checks and reviews work upon completion;

--- Represents the Public Works Director in absence at meetings or functions within the department, with other county departments or with outside organizations.

--- Exercises discretion and independent judgment in planning, organizing, initiating and supervising the various programs of the Public Works Department.

--- Manages the development and implementation of Public Works Department goals, objectives, policies and priorities for each division; establishes, within county policy, appropriate service and staffing levels; allocates resources accordingly.

--- Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitor the work load, administrative and support systems and internal reporting relationships; identifies opportunities for improvement; directs the implementation of changes;

--- Trains workers and instructs in work methods, rules and standards;

--- Ensures appropriate safety standards are followed on all assignments;

--- Facilitates problem solving as needed, regarding equipment scheduling, assignments and employee complaints;

--- Establishes priorities for work schedules and daily allocation of personnel, equipment and other division resources;

--- Addresses, responds to and resolves difficult and sensitive citizen inquiries and complaints;

--- Assists the coordination of and submits recommendations for purchasing equipment necessary to the department; maintains inventory for relevant equipment;

--- Writes specifications and solicits bid proposals or quotes for all equipment and supplies used by the department;

--- Assists with budget preparation and proposals;

--- Maintains the appearance and proper functioning of equipment;

--- Performs field inspections and resolves problems as deemed necessary; and

--- Exercises independent discretion and independent judgment regarding the daily staffing needs of the Public Works department and terminates workday hours for staff based on completion of daily tasks; exercises discretion regarding the need for preparation of roads in advance of emergency weather events.

--- Assists with the management of assigned contracts; reviews progress of contracts and holds contractors accountable for terms of contracts and agreements;

--- Assists with presentations to elected officials and community members;

--- Attends evening meetings and occasional weekend events;

--- Performs other related duties as required.


Requires a high school diploma or equivalent and experience in Public Works or related field, with at least one (1) year in a supervisory role; or an equivalent combination of education and experience.


--- Knowledge of geographical layout of county streets and roadways.

--- Knowledge of occupational hazards involved and the safety precautions necessary to accomplish department objectives; knowledge of OSHA and Georgia DOT laws and regulations.

--- Knowledge of departmental and county operating policies, procedures and rules.

--- Knowledge of all applicable traffic laws, ordinances and regulations governing the operation of county vehicles.

--- Skill in the safe operation of assigned vehicles, even under adverse weather and road conditions.

--- Knowledge of advanced principles and practices of municipal budget preparation and administration.

--- Knowledge of fiscal management, including budget preparation, expenditure control and record keeping.

--- Knowledge of principles of supervision, training and performance evaluations.

--- Knowledge of pertinent federal, state and local laws, codes and regulations.

--- Knowledge in recent developments, current literature and sources of information related to public works related services planning and administration.

--- Knowledge of principles related to street and right of way maintenance and construction.

--- Knowledge of SPLOST, intergovernmental and contractual agreements and provisions.

--- Skill in identifying equipment problems and malfunctions.

--- Skill in effective and clear oral and written communication.

--- Skill in dealing tactfully and courteously with customers and citizens in all situations.

--- Skill in effectively supervising and motivating staff.

--- Ability to communicate clearly and concisely, both orally and in writing.

--- Ability to establish and maintain effective working relationships with those contacted in the course of work including county and other government officials, community groups, the general public and media representatives.

--- Ability to lead, supervise and schedule the work of subordinates and effectively and efficiently accomplish division objectives.

--- Ability to evaluate problems and complaints regarding the Public Works Department

--- Ability to work independently, organize tasks and meet deadlines.

--- Ability to observe, follow and direct subordinates to follow necessary safety precautions in all areas of assignment.

--- Ability to work well with elected officials, co-workers and the general public.
