Minimum Qualifications:Requires at least a baccalaureate degree in
the field. Please contact your Human Resources office for an

qualifications. Position Summary:Assignments include a variety of
tasks related to the administration of the Corps Regulatory Program
within a geographic area which includes dense populations, valuable
natural resources, and highly profitable land uses, all of which
may be affected by regulated activities. Utilizes a professional
knowledge of natural, physical, and social science theories,
practices, and methodologies, as they relate to the natural and
human environment, to serve as a regulatory specialist with general
knowledge. Clearly explain and describe environmental issues,
problems, and solutions to diverse audiences. The incumbent is
expected to carry out the assignments independently in accordance
with proven techniques, methods practices and previous experience.
The incumbent plans and carries out most duties without specific
instructions or direction. This individual will be prepared to work
independently in the field setting, often making decisions of their
own volition in order to complete assignments, ensuring that NEPA
regulations and requirements are met. The supervisor or NEPA team
leader may provide assistance on controversial issues. Completed
work may be reviewed for technical soundness and compliance with
regulatory requirements. Knowledge, Skills, Abilities and/or
Competencies: Knowledge of and experience with a broad range of
environmental principles, regulations, policies, procedures, laws,
and techniques sufficient to ensure that regulatory work is in
compliance with applicable legal standards and other requirements
and that such work is implemented in an environmentally sustainable
manner. Familiarity with related biological, physical, cultural and
social sciences (such as ecology, botany, limnology, soil science,
hydrology, chemistry, archaeology, and economics) and knowledge of
applicable elements of engineering. Knowledge of vegetation, soils,
and hydrology sufficient to verify the accuracy of wetland
delineations. Knowledge of and skill in written and oral
communication and mediation techniques sufficient to clearly
explain and describe environmental issues, problems, and solutions
to diverse audiences. Physical Demands: Regular and recurring
physical exertion related to field work such as: hiking long
distances through rough county, repeated digging of soil pits,
frequent stooping to sample vegetation, climbing steep inclines,
and jumping over obstructions. Possess the physical abilities which
have allowed him/her to obtain a valid and current motor vehicle

Duties/Responsibilities:Permit process: Conducts evaluations of
applications for permits; assist in determining appropriate type of
authorization for proposed projects, evaluating permit
applications/proposed modifications and supplemental materials for
authorization required. Prepare detailed site evaluations,
coordination of projects and modifications with the permittee, and
preparation of accurate and detailed documentation. Identify
alternatives which satisfy project goals and may have a lesser
adverse impact on public interest review (PIR) factors in
accordance with the requirements of the National Environmental
Policy Act (NEPA), the Section 404(b)(1) Guidelines, and other
related laws and regulations. Percentage of time:40
Duties/Responsibilities:Enforcement process: Monitor compliance
with permits and conduct the investigation of unauthorized work.
Perform initial review of site-specific restoration/mitigation
proposals, monitor implementation of permit special conditions,
monitoring and evaluation of compliance with permit conditions.

administrative and substantive clerical tasks including preparing
reports and correspondence, maintaining logs and records,
assembling data, summarizing and processing information, and
